1.
Направете нов документ 800X600 px с бял  background и черен foreground. Вземете  Brush Tool ( "airbrush pen opacity flow" четка) с Master Diameter->30 px и напишете текст.

Отидете в  Filter > Texture > Patchwork с настройки: Square Size->2; Relief->19.

  3.
След това в  Filter > Blur > Gaussian Blur с Radius->2,2 px. После пак в  Filter > Artistic > Plastic Wrap настройки: Highlight Strength->20; Detail->12; Smoothness->6.

  4.
 Image > Adjustments > Hue/Saturation с настройки: Hue->200; Saturation->100; Lightness->0, Colorize->ON.
